What are the goals and activities of the Development phase?
During the Development Phase, we use the design document to work with subject matter experts (SMEs) to create materials to support the learning experience. For classroom-based learning this may include workbooks, instructor guides, visuals, prework and handouts. For online learning, we may develop online modules, or develop slides and instructor notes for virtual classroom sessions. For on-the-job training we may develop task-based checklists, reference materials and job aids. These materials are then reviewed and approved for a pilot test.

Key Activities:

 Securing subject matter experts (SMEs)
 Developing instructional methods and materials
Gaining approval of all learning materials
 Engaging clients/stakeholders during this phase
